EU announces new ErP regulations and energy efficiency labeling regulations for lighting products

On 5th, December, 2019, the European Commission officially announced the new ErP Regulation (EU) 2019/2020 and Energy Efficiency Labelling Regulation (EU) 2019/2015 for lighting products, which will replace the current ErP Regulation (EC) No 244/2009, (EC) ) No 245/2009, (EU) No 1194/2012 and Energy Efficiency Labeling Regulation (EU) No 874/2012. The new regulations have been issued for more than a year and will be enforced on 1st, September, 2021. It is very necessary for lighting product manufacturers exporting to the European Union to make relevant preparations in advance for the requirements of the regulations. In order to make everyone quickly familiar with the new ErP and energy efficiency labeling regulations and passed the test of the new regulations as soon as possible. LISUN summarized the main content of the new regulations as follows.

With the continuous update of technology, lighting products are becoming more and more energy-efficient. The European Commission has issued multiple versions of regulations and directives on energy efficiency. The following is an overview of the European Commission’s regulations on lighting product design:

1. The main differences between the new ErP EU 2019/2020 regulations and the old regulations:
• 
The scope of application is increased by household appliances with lights, furniture and other products;
•  The calculation of energy efficiency is changed from EEI index to Pon Max, taking into account the influence of factors such as color rendering index, luminous flux and brightness, and improving energy efficiency requirements;
•  The type of light source and its related definitions are more refined, and new types have been added; high-brightness light sources (HLLS), HLLS whose average brightness is higher than the required value have additional advantages in evaluation;
•  Increased the energy efficiency requirements of independent control devices;
•  Increase flicker test requirements, related flicker parameters involve SVM, Pst V and Pst LM(I);
•  Deleted switching cycle, start-up time, warm-up time test;
•  Modified the number of test samples: only 10 light sources and 3 LED drivers;
•  Endurance test 3600h (1200 cycles), of which the lighting time is 3000h, the test time is greatly reduced, but the lumen maintenance requirement is increased;
•  Increased power consumption requirements for network control and network standby;

2. The main differences between the new version of the energy efficiency label EU 2019/2015 directive and the old version:
• 
The calculation of energy efficiency rating is modified from EEI index to ƞTM(lm/W), which is more intuitive and easy to understand;
•  The division of energy efficiency grades are all expressed in English letters A-G, it is Class A to Class G.;
•  Increased higher energy efficiency requirements, for example, Class A++ of the original regulations is only equivalent to Class E of the new regulations;

Regarding the new ErP regulations (EU) 2019/2020 and energy efficiency labeling regulations (EU) 2019/2015 of EU lighting products, LISUN recommends the following supporting test solutions:
